A 10–30% cut in posts at the autonomous administrative authorities
A bill initiated by the Government became, in October 2025, Law no. 145/2025: a 10% cut in specialist posts and a 30% cut in support-service posts at ANRE, ASF and ANCOM, plus a 30% cut in management allowances from 2026.
What the law provides
- A 10% cut in specialist posts and a 30% cut in support-service posts, compared with the organisation charts valid on 1 January 2025[1]
- Support structures (accounting, human resources, internal IT, etc.) may represent at most 20% of total posts[1]
- A ban on posts with no equivalent in the Classification of Occupations in Romania[1]
- The allowances of management members (the ANRE regulatory committee, the ASF council, the ANCOM president and vice-presidents) cut by 30% from their July 2025 level, from 1 January 2026[1]
- A ban on any bonuses for management members until 31 December 2028[1]
- Mandatory publication, on the institutions' websites, of the organisation charts and pay levels[1]
What actually happened, institution by institution
| Institution | Posts before | Posts after | Employees who actually leave | Estimated annual saving |
|---|---|---|---|---|
| ANRE | 349 | 289 (−60) | ~4 | not published |
| ASF | 544 | 464 (−80) | ~39 | 46 million lei |
| ANCOM | 736 | 576 (−160) | ~100 | 28 million lei |
The large gap between the posts eliminated and the employees who actually leave (at ANRE, only 4 of the 60 posts cut corresponded to real employees) shows that a significant part of the “reduction” removes posts that were vacant anyway. It is a real streamlining of the organisation chart, but not necessarily a cost cut proportional to the number of posts removed[2].
