Moderation policy for reports and petitions
This site reports waste at the level of public institutions and projects, based on verifiable sources. It does not accuse individuals.
Nothing is published automatically
Every report or petition sent through the form goes into a review queue and stays invisible to the public until a person reads it and decides. Moderation is 100% manual, for both features.
What we publish
- Reports about public institutions and projects funded with public money.
- Reports with a verifiable external source: a public document, a SEAP procedure, an official report or a press article that cites documents.
- Reports where the source really supports what the description says.
What we do not publish
- Accusations against individuals, including officials or elected representatives, named or easily identifiable.
- Reports about private companies that do not involve public money.
- Reports with no source, or with a source that does not support the claim.
- Political, electoral or abusive content, or content that incites hatred.
- Personal data (personal ID numbers, addresses, phone numbers) or classified information.
What the moderator may change
To be able to publish an otherwise sound report, the moderator may remove people's names, personal data or accusatory wording. We do not add claims and we do not change the meaning of the report. If it cannot be published without changing its meaning, the report is rejected.
Statuses
- Pending: received, not yet checked. It does not appear publicly.
- Verified: the source has been checked; the report appears on the map and in the list, with its source cited.
- Rejected: it does not meet the criteria. It does not appear publicly. If you left an email, we may let you know.
What “Verified” means
“Verified” means the source given exists, is public and supports the description. It does not mean that ROptimizaRE carried out an audit or established a breach of the law.
Petitions
A petition asks something concrete of an institution or a public decision-maker. It is published only if it has a clear aim, concerns an institution (not a person) and contains no attacks on anyone. A published petition reflects the opinion of its initiator and signatories, not the position of the ROptimizaRE editorial team. Signatures are identified by an email, used only to prevent double signatures. It is never published, and not even moderators are shown signatories' emails (the system keeps only a cryptographic fingerprint, not the address itself).
Appeals and withdrawal
The institutions concerned can ask for a published report to be corrected or withdrawn, at hello@lumosstudio.ro. We review each request and, where appropriate, publish the institution's point of view alongside the report.
